As a start, check out the Wrightslaw website.  It has a wealth of information about the law as it pertains to special education.  Wrightslaw specifically addresses issues with parents in mind.  The overall tone is to empower parents as the best advocates for their children.  If you are the parent of a child with special needs, you need to see this site.  If you are the teacher of a child with special needs, you better see this site.
